Chandler approves contract for multi-language translation technology services
CHANDLER, Ariz. — The Chandler City Council approved a one-year contract with TranslateLive, LLC, for multi-language translation technology services and support. The devices are language access tools that allow real-time, on-demand conversations in more than 200 languages and dialects, both in-person and remotely.
With this contract, 20 desktop devices will be placed in high-traffic locations, including the City Clerk’s Office, Chandler Municipal Court, Municipal Utilities, Libraries and Police Records. In addition, five portable devices will be used in the field, giving city staff the flexibility to assist residents directly in the community.
Chandler launched a six-month pilot program in September 2023 to test instant language translation devices. The goal was to see if these devices could remove communication barriers and improve customer service. The average interaction took only four minutes—a quick but effective timeframe. During the pilot, four devices were rotated among 10 city departments and divisions, reaching 560 interactions with Spanish being the most common language, accounting for more than 50% of interactions.
English was the second most frequently used, with many residents using the device’s talk-to-text feature to read along—a huge help for those with hearing disabilities. There were only two ASL (American Sign Language) interactions. With devices stationed long-term, the city will continue to market this service to increase awareness of this feature for those who could benefit. The devices also offer options to adjust font color, size and background to support low-vision and colorblind users, ensuring they are accessible to as many people as possible.
The contract was for an amount not to exceed $85,000; with an option of up to four one-year extensions. The funding allocated will cover the devices and necessary accessories, allowing city staff to provide seamless service to the public. These devices have proven to help city staff engage directly with residents, regardless of language or disability. Additionally, staff will continue collecting data on resident interactions to measure impact and identify areas for further improved communication with the Chandler community.
